World Liberty Financial has reached a major regulatory milestone after the Office of the Comptroller of the Currency (OCC) granted preliminary conditional approval for World Liberty Trust Company, N.A. to become a national trust bank.

The decision could significantly change how World Liberty Financial manages its USD1 stablecoin, giving the project a path toward issuing, redeeming and safeguarding the dollar-backed token under federal supervision.

The approval is conditional, however. World Liberty Trust must satisfy additional regulatory requirements before receiving final approval. The OCC’s official decision confirms that the agency reviewed the application and granted preliminary conditional approval subject to specified conditions.

USD1 Moves Closer to Federally Supervised Infrastructure

World Liberty Financial executives described the decision as an important step toward building infrastructure connecting digital assets with the traditional financial system.

Zak Folkman said the approval opens new possibilities for how far USD1 can scale, while Zach Witkoff said the proposed trust bank is designed to issue USD1 and provide digital-asset custody under federal supervision.

The OCC application provides more detail on the proposed structure. World Liberty Trust plans to issue and redeem USD1, manage the reserves backing the stablecoin and provide digital-asset custody services to institutional clients.

That distinction is important.

The proposed institution would not operate like a conventional deposit-taking bank or use the charter to provide ordinary lending services. For USD1, the potential advantage is regulatory structure.

Stablecoin issuers have increasingly sought stronger relationships with regulated financial institutions as the industry moves toward greater institutional adoption. The $4 Billion USD1 Question

The timing is particularly important because USD1 has already grown into a major stablecoin.

Reuters reported that USD1 had reached approximately $4 billion in market capitalization, making it the fourth-largest stablecoin at the time of its report.

The proposed World Liberty Trust structure could therefore provide infrastructure for a stablecoin that has already achieved significant scale rather than one still searching for product-market fit.

The bigger ambition is clear: World Liberty wants USD1 to become a widely used digital dollar connecting crypto markets with the broader financial system.

But approval of the charter does not automatically guarantee USD1 adoption.

Conditional Approval Is Not the Finish Line

The word “conditional” is crucial.

The OCC has not simply handed World Liberty Trust an unrestricted banking license. The agency’s decision requires the company to satisfy conditions before the charter becomes fully operational.

That means World Liberty still has regulatory and operational work ahead.

The OCC has also faced scrutiny over the application because of World Liberty Financial’s connections to President Donald Trump and his family. Critics have raised concerns about potential conflicts of interest and foreign investment relationships. Reuters reported that the OCC nonetheless said its review process was conducted according to its established procedures.

Those issues are unlikely to disappear simply because conditional approval has been granted.

For the crypto market, however, the decision is another indication that stablecoin companies are increasingly moving toward regulated financial infrastructure.

What the Approval Could Mean for USD1

If World Liberty Trust ultimately receives final approval and successfully launches its proposed operations, USD1 could gain several advantages.

First, the stablecoin would have a clearer institutional framework for issuance and reserve management.

Second, digital-asset custody could become part of the same regulated infrastructure.

Third, federal supervision could make it easier for some institutions to evaluate USD1 as part of their digital-asset strategy.

None of this guarantees that USD1 will become the world’s dominant digital dollar.
