The DFINITY Foundation has announced a new partnership with the United Nations Development Programme (UNDP) to explore sovereign cloud infrastructure and agentic artificial intelligence for public services. The agreement will see DFINITY pilot its technology across UNDP Country Offices, civil society organizations and government co-design initiatives over the next 12 months.

The partnership places DFINITY technology in a very different setting from the cryptocurrency applications traditionally associated with blockchain networks. Rather than focusing primarily on digital assets, the initiative targets digital public infrastructure, where governments and development organizations require greater control over data, software and computing resources.

The UNDP operates in more than 170 countries and has participated in the development of digital public infrastructure in more than 25 countries. That global footprint gives the partnership potential reach if the pilot projects demonstrate that sovereign cloud and AI infrastructure can address practical requirements within public-sector environments.

At the center of the initiative is the concept of sovereign cloud infrastructure. For governments and public institutions, sovereignty can involve maintaining greater control over where data is processed, how applications operate and which external providers have access to critical infrastructure. The approach could become increasingly important as governments adopt AI systems for public-facing services.

DFINITY says the pilots will operate on Cloud Engines, with its OpenSaaS software suite integrated into the infrastructure. The setup is intended to give organizations an environment where they can develop and deploy applications while retaining flexibility over the AI tools used to build them.

Agentic AI Becomes Part of the Public Infrastructure Experiment

The partnership also brings agentic AI into the discussion. Unlike conventional software that waits for individual instructions, agentic systems can perform sequences of tasks, interact with applications and use tools to accomplish defined objectives. Deploying such systems in public services could eventually support administrative workflows, information services and other operational processes.

DFINITY says developers will be able to build custom applications using a range of AI tools, including Caffeine, Claude Code, Codex and Perplexity. That interoperability is important because public-sector organizations may not want to be locked into a single AI provider or development environment as the technology evolves.

The 12-month pilot provides an opportunity to test these ideas under real-world conditions. Working with UNDP Country Offices and civil society organizations could reveal how the infrastructure performs across different institutional environments, while co-design projects with governments could provide insight into regulatory, operational and usability requirements.

For the DFINITY ecosystem, the agreement could broaden the narrative around what decentralized computing infrastructure can accomplish. Public-sector applications generally require reliability, governance, security and long-term maintainability, making them a demanding environment for any emerging technology.

There is also a larger policy question behind the initiative. Governments around the world are investing heavily in digital infrastructure and artificial intelligence, but dependence on centralized technology providers can create concerns around data sovereignty, vendor concentration and control over critical digital systems. Sovereign cloud models attempt to address some of those concerns by giving institutions greater control over their computing environments.

However, the partnership remains a pilot rather than evidence of widespread government adoption. The technology will need to demonstrate that it can meet the security, performance, compliance and operational standards expected by public institutions. The results of the pilots will therefore be more important than the announcement itself.

For the UNDP, collaboration with technology providers can help explore new approaches to delivering digital public infrastructure across diverse markets. The organization’s existing work in more than 25 countries provides a substantial base of experience from which new infrastructure models can be evaluated.

For DFINITY, meanwhile, the partnership could provide an important test of whether its cloud and AI infrastructure can move beyond the blockchain sector and into institutional computing. If the pilots produce successful deployments, they could offer a pathway toward additional government, development-sector and civil-society applications.

The next 12 months will therefore be important for assessing the partnership’s practical value. The central question is not simply whether sovereign cloud and agentic AI can be deployed, but whether they can provide public institutions with greater control, flexibility and useful automation without introducing new technical or governance challenges.

The DFINITY Foundation and UNDP partnership ultimately reflects a broader shift in the technology sector: blockchain infrastructure is increasingly being tested alongside AI and cloud computing rather than operating as an isolated financial technology. If the pilots succeed, the initiative could become an early example of how sovereign computing and agentic AI are combined to build the next generation of digital public services.
