Internet Outage Preparedness: Why Households Should Keep Food, Water and Cash Ready

Govt Emergency Guidance Highlights Risks of Cyberattacks and Widespread Service Outages

The UK government has urged households to prepare for up to three days of disruption by keeping essential supplies at home, as cybersecurity incidents highlight how quickly digital services can become unavailable. The guidance, announced on October 22, 2026, forms part of the government’s Be Ready campaign and covers disruptions caused by severe weather and other emergencies, including events that affect electricity, phone networks and internet access.

The advice does not mean that an internet shutdown is expected. Instead, it encourages households to prepare for temporary interruptions to everyday services, reducing their dependence on systems that may not be available during an emergency.

The timing coincides with a major cybersecurity incident involving PHP, a programming language used to run web applications. Following the disclosure of two critical vulnerabilities, security teams worldwide began investigating affected systems and applying emergency fixes.

PHP Vulnerabilities Trigger Millions of Exploit Attempts

Cloudflare reported a sharp increase in attempts to exploit the newly disclosed PHP flaws. According to CEO Matthew Prince, the company’s network recorded thousands of attempts before public disclosure, followed by hundreds of thousands within two hours and millions as activity escalated.

The vulnerabilities could allow attackers to execute code remotely without authentication under certain conditions. Security agencies urged organizations to install the available updates, while some website operators temporarily took services offline as a precaution or while applying fixes. The incident demonstrated how a weakness in widely used underlying software can create urgent work for organizations across different sectors.

However, millions of exploit attempts do not mean millions of successful attacks. The figure measures attempted exploitation, and the number of systems actually compromised is a separate question. Likewise, websites being taken offline to apply security updates does not establish that the entire internet is at risk of shutting down.

Even so, the incident illustrates a broader vulnerability: many essential services rely on connected infrastructure, including web servers, cloud platforms, telecommunications networks and digital payment systems. A sufficiently serious disruption affecting several interconnected providers could create consequences beyond the original technical problem.

For consumers, that could mean being unable to use a banking app, complete a card transaction or access an online account. Depending on the nature and scale of an outage, businesses could also face difficulties processing orders, coordinating staff or accessing internal systems. These are plausible scenarios, not evidence that all such services are currently failing.

How Households Can Prepare for Temporary Outages

The UK’s three-day preparedness guidance encourages households to keep drinking water and non-perishable food available. Other practical measures include maintaining essential medication, keeping a charged power bank and torch, and having important telephone numbers written down in case a phone or internet service becomes unavailable.

Keeping some cash at home can also help if electronic payments or cash machines become temporarily inaccessible. The appropriate amount depends on household circumstances, and emergency preparation does not require excessive stockpiling. The government recommends building supplies gradually and prioritizing basic needs.

Families can also agree on how to contact one another during an outage, identify alternative sources of official information and consider the needs of children, older relatives and anyone who depends on medical equipment. Businesses, meanwhile, need backup systems, tested recovery plans and timely security updates to reduce the risk of avoidable disruption.

The central lesson is not that the internet is about to disappear. It is that modern life relies heavily on digital systems, and even localized failures can affect people who have not been directly hacked. Basic preparation can help households manage temporary interruptions while organizations work to restore essential services.
